Legislative Process

HB 305 is “To amend Code Section 20-2-751.4 of the Official
Code of Georgia Annotated, relating to policies in public schools prohibiting bullying, so as to enact “The End to Cyberbullying Act”; to prohibit cyberbullying; to provide for related matters; to provide for an effective date and for applicability; to repeal conflicting laws; and for other purposes” (Georgia General Assembly,2013).

The bill was assigned to the judiciary non-civil committee and the chairman is Rich Golick (Georgia General Assembly,2013).

A public hearing was held by house democrats to discuss educational opportunity and shared responsibility. Representatives and citizens discussed these bills and other community issues. Rep sponsors Carolyn Hugley and co-sponsor rep pam Dickerson were there to discuss the bill( n.d.,2013).

Bill didn’t change while in committee but was introduced as bill HB 310 in the 2011-2012 session. The sponsor of the bill changed over the years. The bill in 2011-2012 was a part of the house committee education. The 2013-2014 is in the judiciary non-civil committee.

The bill in both sessions didn’t make it pass house second readers stage of the legislative process.

For HB 305

Those for HB 305 want to advocate for children who are victims of cyberbullying.

Decrease the amount of teen suicide and school shootings, teen absences of school, and low self esteem and health problems (Stopbullying 2013).

 

Against HB 305

It is believed that the protection of one’s needs is  and cost of administration would take away from other school based programs.

In congress and in state there are those legislation who believe prevent and stop of bullying is needed (Current Situation, 2008).
