BackgroundThe Objectives describe the primary issues or questions addressed in the report itself.

Objectives should use concrete and specific verbs like determine, estimate, measure, evaluate, identify, compare, generate, test, or prioritize.  The objectives should be comprehensive, meaning they should cover all the issues addressed in the report.

Objectives may be a subset of issues identified in the Problem/Opportunity.  This occurs because a single project cannot address them all or because there is insufficient information or resources at this time.

The Objectives of the report are not conducting research, analyzing data, or reporting results.  Those are activities that lead to the answers to the research questions.
