The Problem or Opportunity is the motivation for the particular project- -the driving question.  Background

The research or technical report is the response to a need for more or better information to improve understanding or decision-making. This need may be caused by a change in the client’s own circumstances, competitors’ actions, economic or social trends, or customer needs. Alternatively, the motivation for the project may be more proactive- -to explore new products, services, markets or options.
