- Urban design is a form of regulation. What the passage means by this is that the world around you is purposely designed as a form of control. Every building or street or sidewalk, or lack there of, is a form of guidance. In more serious cases it’s a form of exerting control on the outside world.

Could the design function in a controlling way unintentionally and still be deemed a form of regulation?
I believe that although a design may or may not be intentional, it can still be a form of regulation. No design is solely for the purpose of design alone, because it has a purpose. Otherwise why design it in the first place. The purpose of the design gives birth to the regulation of one thing or another.
