17. The passage means that the people of Darien, were using institutional racism, but to a different degree. The wealthy people of Darien, were paying off their government to not have signs put up in their neighborhood so that lower class people of color not to find their home. The people were afraid of people of color committing crimes in their neighborhood and making it a lower class neighborhood overtime. The people of Darien, still believe in segregation. They want to separate themselves from people of color so they will feel safe. Not interacting with people of color made them more secure and free to do anything they want in their ” White America”.
